2020 Melbourne Lord Mayor candidate Wayne Tseng answered some questions about his campaign for the upcoming election from Wikinews. The Lord Mayor election in the Australian city is scheduled to take place this week.

Tseng runs a firm called eTranslate, which helps software developers to make the software available to the users. In the candidate’s questionnaire, Tseng said eTranslate had led to him working with all three tiers of the government. He previously belonged to the Australian Liberal Party, but has left since then, to run for mayorship as an independent candidate.

Tseng is of Chinese descent, having moved to Australia with his parents from Vietnam. Graduated in Brisbane, Tseng received his PhD in Melbourne and has been living in the city, he told Wikinews. Tseng also formed Chinese Precinct Chamber of Commerce, an organisation responsible for many “community bond building initiatives”, the Lord Mayor candidate told Wikinews.

Tseng discussed his plans for leading Melbourne, recovering from COVID-19, and “Democracy 2.0” to ensure concerns of minorities in the city were also heard. Tseng also focused on the importance of the multi-culture aspect and talked about making Melbourne the capital of the aboriginals. Tseng also explained why he thinks Melbourne is poised to be a world city by 2030.

Tseng’s deputy Lord Mayor candidate Gricol Yang is a Commercial Banker and works for ANZ Banking Group.

Currently, Sally Capp is the Lord Mayor of Melbourne, the Victorian capital. Capp was elected as an interim Lord Mayor in mid-2018 after the former Lord Mayor Robert Doyle resigned from his position after sexual assault allegations. Doyle served as the Lord Mayor of Melbourne for almost a decade since 2008.

On November 13, Torontonians will be heading to the polls to vote for their ward’s councillor and for mayor. Among Toronto’s ridings is Scarborough East (Ward 44). One candidates responded to Wikinews’ requests for an interview. This ward’s candidates include Donald Blair, Diana Hall, Mohammed Mirza, Ron Moeser, Kevin Richardson, Richard Rieger, Richard Ross, and Kevin Wellington.

24 of 26 Swiss Cantons rejected the proposal for a single health insurance system, in which premiums would be based on income and wealth. The vote on Sunday was the latest in a series of attempts to cut rising costs and ease the financial burden on citizens.

Around 71% of voters rejected the reform. Turnout was at about 46%, slightly above the Swiss average.

As expected, voters in the main German-speaking part of the country turned down the planned reform, which was supported by the centre-left but opposed by the centre-right as well as the business community, parliament and the government.

Opposition in the French and Italian speaking regions was less pronounced. The cantons Jura and Neuchâtel in the French speaking regions voted in favor of the proposed reforms.

Health insurance premiums are higher in southern and western Swiss cantons than in German-speaking areas.

The Swiss Interior Minister Pascal Couchepin said an important part of the Swiss Population appeared to be opposed to “a revolution” in health insurance but he said that he wanted current reforms currently under discussion in the Swiss Parliament to go ahead. He called on all sides, especially health insurers and the cantonal authorities, to make efforts to reduce spending on health insurance and aim for a greater cost efficiency. Currently Switzerland has 87 private insurers providing mandatory basic health care coverage for Swiss residents under a 1996 law. But costs have sky-rocketed. Over 100,000 people are not covered by health insurance due to non payment.

Opponents to the initiative argued that a single insurance system would lead to complacency and create a two-tier system, in which the wealthy would be the only ones available to afford to have additional private insurance coverage.

Supporters of the initiative said a single health insurer would increase the system’s efficiency and allow for annual savings of at least 300 million Swiss Francs (about $245 million) in administrative costs. Currently, the funding system is unbalanced, since many clients on low incomes use state subsidies to pay their premiums, according to the Green Party and the Social Democrats.

The initiative to unite all the insurance companies and introduce premiums based on wealth and income was the most recent in a series of attempts over the past ten years to reduce the public spending on health care. A proposal, similar to this recent proposal, to modify the funding system of the health insurance companies was rejected by 73% of voters in 2003.

Switzerland has the most expensive health system in Europe. Switzerland’s expenditure on health care was 11.6% in 2005, in front of Germany and France but behind the United States.

The latest advertisement for United States Republican presidential candidate John McCain is questioning Democrat Barack Obama’s benefit to families.

Last week the BBC reported that the McCain campaign had released an advertisement comparing Obama to American celebrities Britney Spears and Paris Hilton, calling him “the biggest celebrity in the world.”

McCain’s newest advertisement, released early this week, continues along those same lines.

“Is the biggest celebrity in the world ready to help your family?” the narrator asks, according to The Boston Globe and a video of the ad displayed on its website. “The real Obama promises higher taxes, more government spending. So, fewer jobs.” With images of wind turbines in the background, the narrator says, “Renewable energy to transform our economy, create jobs and energy independence, that’s John McCain.”

The Boston Globe reports that McCain’s latest ad does not acknowledge that Obama’s economic policy, especially the proposed rollback of current president George W. Bush’s capital gains tax cuts, would largely affect the wealthiest of America, not the middle class.

Obama, the BBC reports, is quoted as calling McCain “cynical,” “desperate” and “in the pocket of Big Oil.”

The latest Obama video, shown on the USA Today website, touts McCain as “just more of the same” politics employed by George W. Bush. The ad cites a May 22, 2003 Fox News Channel interview where McCain says “the President and I agree on most issues. There was a recent study that showed I voted with the President over 90 percent of the time.” The ad then criticizes McCain’s policies on tax cuts, money for oil companies, and “tax breaks for companies that ship jobs overseas.”

USA Today does note that “[w]hile the ad shows McCain touting the fact that he had voted “with” President Bush more than 90% of the time, the Arizona senator did criticize the administration’s conduct of the war in Iraq — calling early on for more troops to be sent there. He also voted against the president’s original tax cut plan — though McCain now says he supports extending those tax cuts. And, he proposes cuts in all kinds of corporate taxes, not just those on oil companies.”

McCain is set to appear at an Ohio furniture plant Wednesday to reinforce the messages in his latest advertisement.

“America has the second highest business tax rate in the entire world,” he plans to say, according to prepared remarks issued by his campaign, and released by The Boston Globe. “Is it any wonder that jobs are moving overseas when we are taxing them out of the country? Unfortunately Senator Obama’s plans would raise taxes on businesses even more. He has promised tax increases on income, tax increases on investment, tax increases on small businesses. This is exactly the wrong strategy. Raising taxes in a bad economy is about the worst thing you could do because it will kill even more jobs when what we need are policies that create jobs.”

Obama spokesman Bill Burton responded:

“Is the biggest proponent of George Bush’s tired, failed policies ready to bring about change? Another day brings another dishonest attack from John McCain. While Senator McCain knows that Senator Obama has proposed cutting taxes for 95% of American families, what he’s not telling us is that he wants to give $4 billion in tax breaks to the oil companies, continue giving tax breaks to corporations that ship our job overseas, and provide no direct tax relief for more than 100 million middle-class families. It’s time to retire these old policies and bring new energy to America.”

Group of Twenty (G20) finance chiefs failed to agree to a joint statement Saturday as they ended a two-day meeting in the Indian city of Bengaluru. Russia and China were the lone dissenters from a condemnation of the Russian invasion of Ukraine.

India, the host, was reluctant to discuss the war, reiterating its neutrality and desire for a diplomatic solution, but Western nations indicated they would not sign an agreement not including a condemnation of Russia’s actions.

In the absence of a joint statement, India issued a “chair’s summary and outcome document” summarising the talks: “Most members strongly condemned the war in Ukraine and stressed that it is causing immense human suffering and exacerbating existing fragilities in the global economy – constraining growth, increasing inflation, disrupting supply chains, heightening energy and food insecurity, and elevating financial stability risk.

“There were other views and different assessments of the situation and sanctions. Recognising that the G20 is not the forum to resolve security issues, we acknowledge that security issues can have significant consequences for the global economy”.

A footnote acknowledged the description of the war was “agreed to by all member countries except Russia and China”.

Ajay Seth, a senior Indian official, stated during a press conference the representatives from Russia and China felt “their mandate is to deal with economic and financial issues” and opposed including the situation in Ukraine in any statement. Seth added: “On the other hand, all the other 18 countries felt that the war has got implications for the global economy”.

The summit also included discussions of debt relief for poorer countries and regulation of cryptocurrency assets.

According to Reuters, nations including China, the largest bilateral creditor in the world, are coming under more pressure to reduce the value of debts owed by struggling countries.

Chinese Finance Minister Liu Kun reiterated Beijing’s position that multilateral development banks, including the World Bank, should also accept reductions in the value of debts in order to help alleviate issues experienced by those struggling.

India’s drive for stricter restrictions on cryptocurrency gained widespread support.

International Monetary Fund Managing Director Kristalina Georgieva and Indian Finance Minister Nirmala Sitharaman had co-hosted a meeting on Saturday to discuss debt restructuring. The conference was attended by the World Bank, China, India, Saudi Arabia and members of the G7.

US Treasury Secretary Janet Yellen described it as an organisational meeting, with no “deliverables” produced. Georgieva told reporters: “We just finished a session in which it was clear that there is a commitment to bridge differences for the benefit of countries”.

Georgieva argued policymakers “should not take off the table” the option of outright bans if regulation proved ineffective, while Yellen expressed support for a strong regulatory framework instead.

Sitharaman said of difficulties faced by Ethiopia, Ghana, Sri Lanka and Zambia: “Strengthening multilateral coordination by official bilateral and private creditors is needed to address the deteriorating debt situation and facilitate coordinated debt treatment for debt-distressed countries.”

At the G20’s November meeting in Bali, host Indonesia issued a Leaders’ Declaration in place of a communiqué after similar disagreement over the invasion of Ukraine.

It has emerged that three Finnish nationals have been shot dead in Brazil. Their bodies were found near João Pessoa in a sugarcane field on Friday.

The three were from Savonlinna but two of them — a married couple — owned a second home nearby where they spent winters. The retired surgeon, 72, and his wife, a retired gynaecologist, 68, had been trying to sell the nearby property. The third victim was a nurse, 60. All were from Savonlinna.

The bodies were found in Paraiba beside a road connecting Taquara and Pitimbu. G1 has reported local police are questioning five people and treating all the deaths as homicides. The Finnish National Bureau of Investigation does not plan to get directly involved but is helping the investigation with background information.

Local cash, a Finnish credit card, a mobile phone, and jewellery had all been left after the crimes. There were blood traces inside the house. The Helsingin Sanomat suggests a financial dispute relating to the house sale may have been the motive.

The couple has spent the last five winters in Brazil, but Finnish ambassador Jari Luoto called the area in question “dangerous and restless.”
