UK chancellor raises national insurance payments for self employed in new budget

UK chancellor Philip Hammond announced his 2017 budget on Wednesday, which included a £2 billion pledge to social care and a tax hike on the self-employed. It was accused of breaking Conservative Party manifesto promises.

It was announced there will be a 2% increase in national insurance contributions for the self-employed, with chancellor Philip Hammond citing worries that people were choosing to become self-employed in order to pay lower taxes and his perception of unfairness in the different rates paid by employees and self-employees. There were accusations this change in policy goes against the manifesto promises the Conservative Party ran on in 2015, which promised four times that there would be no increase in national insurance rates. Conservative MP Anna Soubry tweeted saying she believed these new measures would be unpopular as many would see them as unfair. The leader of the opposition, Jeremy Corbyn, claimed the new measures will not clamp down on people whose self-employment is just for tax benefits, instead causing problems for those legitimately self-employed, arguing that if they are to start paying similar tax rates to the employed then they should get rights such as statutory maternity pay. The think tank Resolution claimed, however, this increase is outweighed by other government policies and is, therefore, a good move.

In addition to this, the chancellor announced a £2 billion pledge to social care over the next three years, saying he was aware of the stress the ageing population is having on the NHS and social care. Liberal Democrat Norman Lamb described the amount as “wholly inadequate”, saying much more is needed to pay for an increase in care demands due to the ageing population. The lowest threshold at which shareholders pay dividend taxes is to be lowered from £5,000 to £2,000 claiming that the taxes for dividends provided “an extremely generous tax break for investors with substantial share portfolios”. Other budget announcements include an additional £325 million for the NHS, £90 million transport spending for the North of England, £20 million to support campaigning against violence against girls and women and a slight increase in funding for the devolved governments.

Pakistan’s ban on YouTube lifted

Pakistan has lifted a ban on the video-sharing website YouTube, which was said to be brought in after a video offensive to Islam was uploaded to the site. According to the Pakistan Telecommunication Authority (PTA), the offending material was in relation to a trailer for a film by Geert Wilders, a Dutch politician.

The PTA ordered the country’s 70 internet service providers to ban YouTube. However, their actions mistakenly blocked the site on other international ISPs, preventing many countries’ access to the popular site for around two hours.

Wilders is expected to release a movie about violence in Islamic culture. The film called Fitna would be set ‘inside’ the Koran, with a book frame surrounding the images and a mix of Koran verses with footage of executions and other violence in Islamic countries such as Iraq, Iran and Saudi Arabia.

In the United States, the Federal Bureau of Investigation (FBI) and the Department of Homeland Security (DHS) fear that the release of the movie might trigger a worldwide surge of violence. It is expected that the film will show the destruction of a Koran, which is “tantamount to heresy” in Islam, according to the FBI/DHS report. The Dutch Prime Minister has said that the movie has caused a serious crisis situation, with several Dutch embassies and companies abroad worrying about safety. Wilders has previously declared that the Koran should be banned, and he has compared it to Hitler‘s Mein Kampf.

The PTA has also blocked websites depicting the controversial cartoons of Muhammad published by a Danish newspaper in 2006 that also sparked violence in the Muslim world. Some of the cartoons have recently been reprinted.

This is not the first time a country has moved to block YouTube. Turkey and Thailand both chose to temporarily ban the sites, as did Morocco which blocked the site after a video criticising the country’s treatment of Western Saharans was uploaded.

Google shuts down Google News Spain

On its blog, Google, a U.S. headquartered multinational corporation specializing in Internet-related services and products, announced it would be shutting down the Spanish version of Google News, effective from December 16 of this year. The shutdown came in direct response to amendments to the Spanish intellectual property law —Ley De Propiedad Intelectual— imposing a compulsory fee for the use of snippets of text to link to news articles, by online news aggregators that provide a search service.

The Spanish intellectual property law passed the Senate on October 15, passed Congress on October 30, and would take effect starting in January 2015. Spain made the right to payment inalienable, so that even the news organization quoted is not permitted to waive it. Google News did not run ads on its news service, so did not profit directly, and said continuing to run the service would not be sustainable.

A similar fee had been first introduced in German law in 2013, where it was described as an “ancillary copyright” — Leistungsschutzrecht. International copyright law preserves the right to make quotations without remuneration, the only such mandatory limitation to copyright. In Germany publishers willingly forfeited their right to payment from Google, given how much traffic they would lose from not being indexed on Google News.

The Electronic Frontier Foundation (EFF) had expressed concerns that “these ancillary copyright laws form part of a broader trend of derogation from the right to link.” They continued, “This can be seen when you examine the other parts of the Spanish copyright amendments that take effect in January […] — notably placing criminal liability on website operators who refuse to remove mere links to copyright-infringing material.” EFF quoted the recent introduction of the so-called “right to be forgotten” legislation allowing removal of entries from Google web search results.

Telegram introduces bidirectional IFTTT integration

On Wednesday the online instant messaging service Telegram announced IFTTT (If This Then That) integration in its client. This feature allows the users to connect their Telegram account to other social networks and web applications. This change came as a part of the 3.15 release. The project team has announced these changes on the official Telegram blog.

IFTTT facilities allow users to connect to multiple services from one platform. The bidirectional facility of IFTTT means a user can opt-in for receiving notifications from the connected applications in Telegram and for updating them using commands from Telegram.

To get started, users needed to query a relay called “IFTTT bot”. According to Telegram, the IFTTT bot provides over 360 services and can also be invited into group chats to facilitate collaboration. Applets need to be enabled to start the IFTTT services. Some of the applets supported are Gmail, Dropbox, Spotify, Twitter, Facebook, Instagram, Google Drive and Pinterest.

Telegram claimed to be the first messaging application to be fully integrated with IFTTT.

In the new release, Telegram also introduced an option to “pin” the chats. The “pinning” feature allowed a user to pin chats to the top of the chat list, including up to five chats and up to five secret chats, by long press on the chat in Android and left swipe in iOS.

Other introduced features included a new photo high precision crop and rotate tool — the rotate accuracy reached a tenth of a degree — and a new video player for YouTube and Vimeo videos, allowing the users to watch these videos natively from the application. The “picture-in-picture” option in the new player allowed to watch a video and chat at the same time by dragging the playing video around the screen while chatting. The video playing in picture-in-picture mode doesn’t stop playing even when user opens other application.

These last two features — crop and rotate, picture in picture — were made available only in Android. Telegram said they plan to release new updates before the year end.

Previously, Telegram had introduced Telegraph, a publishing medium; and an “instant view” feature which loads articles from Medium and TechCrunch instantly.

Current version of Microsoft Dynamics GP is 10.0, it is only available on Microsoft SQL Server platform. If you are still on Pervasive SQL or Ctree, there should be respected reason for you to stick to the old version and do not undertake upgrade to 8.0, 9.0 or 10.0. Additional complication might be something like Intellisol add-ons: Advanced POP or Project Accounting. From Great Plains users community we often hear complains that nobody at this time supports these old versions and all the Great Plains Resellers they tried to turn for support suggest migration to MS SQL and upgrade as the first step. As you can expect we have to serve USA and Canada nationwide to get reasonable number of old GP customers and we do it via remote support: web sessions. In the case if you are larger organization we could travel to you for initial setup if required. Lets come through Great Plains old version support highlights:

1.OS recommendations. When you are moving GP to the new server, you have to deploy operating system, compatible with old-good-days Pervasive SQL, coming back to earlier 2000th. Optimal is Windows 2000 Server. You can also stay with Windows NT4 or Novell. As user workstation computer, there is the way to make it work from Windows XP workstation, however if you have no luck, try to downgrade it to Windows 2000 workstation or Windows 98

2.Pervasive SQL custom settings. You have to reset default Pervasive SQL 2000 settings to the custom settings, recommended by Great Plains Software for you range of active users. The reason is understandable, old Btrieve or its new appearance Pervasive SQL use Operating system security for data reading and writing and it has to have expected number of file handlers open in its disposition.

3.Great Plains Location Translation. This is another typical showstopper for moving Great Plains to different server you got to have Great Plains Consultant help in order to properly set it up

4.Upgrade path. If you are finally allocating reasonable budget to get your Great Plains Dynamics upgraded, then you should expect two major steps: Migration from Pervasive SQL (or Ctree) to Microsoft SQL Server 2000. This step is typically performed on GP 7.5. And then version 7.5 in two steps could be upgraded to GP 10.0. First upgrade is either to GP 8.0 or 9.0, and then respectively to 10.0

5.Intellisol migration to Great Plains Purchase Order Processing module. This migration utility could be requested from Microsoft Business Solutions, however if your organization is lapsed in GP annual enhancement program, this may not be an easy task. You could also call our office to see if we could help you with Intellisol migration utility. In our opinion, you should try Intellisol migration for Great Plains 6.0

6.Great Plains Accounting for DOS and Windows support. Typical versions are 9.5 and 9.2. There is not much that we can do for you in the sense of new user training or new installation and implementation, however we could support GPA and fix known issues and by doing so let you function smoothly

U.S. airstrike targeting Ayman al-Zawahiri leaves 18 dead in Pakistani village

A United States military air strike on a Pakistani village on Friday killed at least 18 people, including women and children. U.S. media reports claim that leading al-Qaeda member Ayman al-Zawahiri was a target, and that the strike took place in the village of Damadola in the Bajaur tribal area of northwestern Pakistan.

The Pentagon has denied any involvement, leading to speculations that the CIA was responsible for the strike. Such speculations have been confirmed by an unnamed American intelligence official; although no official statement has been issued.

Pakistani intelligence officials have contradicted U.S. claims that Ayman al-Zawahiri was in the area at the time of the strike and suggested that the U.S. intelligence information placing him there was incorrect. A Pakistani intelligence officer claimed that Zawahiri was invited to a dinner in the village where the strike took place, but he “did not show up.” According to Pakistani army representatives, Ayman al-Zawahiri was not among the dead. Al Arabiya satellite television network has reported that “a source with contacts with al Qaeda reiterated to Arabiya that Zawahiri is alive.”

Egypt, who has Zawahiri’s brother in prison, has provided the United States with a DNA sample, which would allow officials to positively identify the fugitive al-Qaeda leader. It is also reported that the DNA has already been used to run tests at the FBI in Washington DC.

Pakistan condemned the U.S. air strike, summoned the United States ambassador, and said that the country “does not allow U.S. forces to cross the border in pursuit of Taliban and al-Qaeda fighters.” Pakistan’s information minister Sheik Rashid Ahmed said that Pakistan wants “to assure the people we will not allow such incidents to reoccur.”

However, Foreign Office spokeswoman Tasnim Aslam said that “according to preliminary investigations there was foreign presence in the area and that in all probability was targeted from across the border in Afghanistan.”

The Foreign Office issued a statement Saturday saying it lodged a formal complaint with the United States embassy in Islamabad, where it will be hand delivered by Foreign Secretary Riaz Khan.

Pakistani Intelligence officials are looking into reports that suggest at least seven foreign militants had been killed and their bodies removed by local supporters.

This complaint is the second lodged by Pakistan against the U.S. in less than a week. The earlier protest was prompted by U.S. missile attack that killed eight people from a village in the North Waziristan tribal region. According to local officials, none of the victims were terrorist suspects. As a result of the strikes, protests broke out in different parts of the country.

200 candles: Chileans celebrate country’s Bicentennial

Chile is celebrating its Bicentennial, with several events that have been organized by the government for almost a decade. It commemorates two hundred years since the First Government Junta of 1810 was formed, starting the Independence process, that ended in 1818 after Bernardo O’Higgins proclaimed it.

The Bicentennial takes place on a holiday from September 17th until 21st. Sebastián Piñera inaugurated the official fondas (places where typical food and drinks of Chile are sold; similar to a tavern) earlier on Friday. Piñera also danced a “pie” of Cueca, Chile’s national dance, with Government Spokeswoman Ena Von Baer.

More than 60 thousand people gathered on Plaza de la Ciudadanía (Citizen’s Square) in Santiago to celebrate the Bicentennial. There was a projection of historical images that also contained a message from the trapped miners in Copiapó. A giant flag of Chile (18 meters of height, 27 of width; weighing 200 kilograms) was raised on the square on Friday morning.

Celebrations of the Bicentennial in Pichilemu started earlier this month. On September 2, two thousand people lined up in a formation to create the message “Viva Chile Bicentenario Cardenal Caro” on Pichilemu beach “Las Terrazas”. The message was used to create a postal stamp to be released worldwide. The event was promoted by the Government of Cardenal Caro Province.

Private schools in the city, such as Colegio Preciosa Sangre, prepared events specially for their students. On Thursday, “Fonda Don Vicente Nario” was opened on Preciosa Sangre. Several games were performed there on that morning, including “el emboque”, “ponerle la cola al burro” (to put the tail to the donkey), and others.

Another event on Preciosa Sangre took place on Thursday night, when students recreated scenes of the History of Chile, including: a tertulia featuring Manuel Montt (starred by Luis Rojas); a chingana (a popular tavern); and selected colonial professions, such as the “motero” (person who sold motemei and chestnuts).

The official fonda of Pichilemu, La Bombonera, was inaugurated on Thursday night by Mayor Roberto Córdova, who danced cueca with people who attended the event. According to Córdova, at least 30,000 people have arrived at Pichilemu as of Friday, and it is estimated that another 30,000 will arrive during the next three days.

A great event took place on Pichilemu beach on Friday afternoon. Chilean typical games highlighted the event. People danced reggaeton, Américo’s cumbias and cuecas, while others were swimming. The National Shoe Fair (Feria Nacional del Calzado) was established on Agustín Ross Hotel on Thursday, and will stay in the town until September 23rd. Alicia Grez, who works on a kiosk in the Pichileminian Craft Fair located in front of One Discotheque, said that “sales have been excellent,” and that “[they] won’t miss the possibility to experience such an event like this.”
