China hit by biggest cyberattack to date

Monday, August 26, 2013

Early last night, massive attacks targeted China’s Internet, slowing access to a crawl. The Chinese .cn domain was targeted in the latest of many denial of service attacks against China. According to the China Internet Network Information Center, which manages the .cn domain, this attack was the largest of its kind.

The domain was attacked twice, once at 2am local time, and again at 4am. The second was larger, and Chinese officials said work to restore service was progressing slowly. State-run newsmedia said numerous .cn websites and microblogging website Sina Weibo were targeted.

This outage comes at a sensitive time for China, with the trial of Bo Xilai, a former government official, having just ended. The attack also comes amidst rumors that the Chinese government will be cracking down on social media commentators, according the The Wall Street Journal.

According to a Wall Street Journal interview with Matthew Prince, CEO of CloudFlare, a company that tracks web traffic and metrics, during the attack Chinese Internet traffic dropped by 32%. He also claimed this attack is an indicator of the susceptibility of Chinese Internet infrastructure to these attacks.

Sina Weibo access is presently working as normal.

Breakthrough In China’s Toy Industry Dilemma

By Lanbo Jiang

China’s toy industry, toy industry is still the original, but the market has undergone enormous changes. By the worldwide financial crisis, has been to Europe and the United States market as the main export destination of the situation will be broken.October 15, the world’s largest toy manufacturing enterprises Smart Union Group, the closure of two toy factory by the industry as the financial crisis China’s first case of the closure of the real economy. At present, the Chinese toy industry, if there closures? A substantial reduction in export orders the case, toy companies how to develop new markets for self help winter?

Shrinking Export Orders

1 November afternoon, a private toy company in Wenzhou, Zhejiang boss Chen trees suffering in train hard seat compartment 27 hours later, out of the Beijing Railway Station Beijing International Toys directly toward the city. His purpose is to investigate the north in Beijing and other cities in the toy market to find the provincial agents, or direct the establishment of direct sales stores.Chen Shu’s toy factory from three years ago, 10 people, to today’s nearly 100 people, can only count in the local SMEs. At this time each year is the busiest time of the factory, because of the need for foreign customers to produce a toy and Christmas related, but this year he was worried for the market. “Compared with last year, in September, October from Europe and the United States in order to reduce the Liu Cheng, companies are saving, for the early ride out the storm.”Chen said the tree, where in his county, in the recent two or three months, some 50 people have small toy companies began to cut production, discontinued or closed closed down.

Increased Risk of Capital Return

In previous trade show, the Ministry of Commerce officials had said: some foreign distribution businesses Toys trouble, but they often hide malicious case of China toy company, suddenly increased purchases, when the goods into the country, merchants from the Customs delivery after a sudden bankruptcy. In China, toy companies do not give priority to the repayment of the results a great loss.Fortunately, many Chinese toy exporters have been aware of the risks, Chen Shu said: “would rather not do this business, we do not credit, no credit and killed.” Obviously, those adverse foreign trade enterprises in China, toy companies have the mouth had left a bitter taste. “Toy companies are now very low profit, once the malicious debt, possible loss of profits a year, money chain is broken, the closure of the direct closed.”

Export Costs Increase by 1 4

For a long time, Europe and the United States is the most important of the traditional toy export market, but this year, the European Union, the United States and Japan, nearly 40 countries have introduced new safety and environmental protection standards. In August, “the U.S. Consumer Product Safety Improvement Act,” formally promulgated, the lead content in toys and phthalates content of the strict rules, almost to achieve “zero content.”The implementation of the EU in spring next year, “the new toy safety directive”, including the prohibition against the use of all allergic substances in toys, and any carcinogenic, mutagenic or harmful material of human fertility, only a very small number of substances to be exempted. Chen said the tree, in fact, China’s domestic 3C compulsory certification standards already on the export of toys through a rigorous certification, but the new standard for Europe and the United States to the Chinese toy exporters had to repeat the certification process to go, thus the costs incurred by the export manufacturers bear, export costs to increase by almost 25%.

Expansion of Domestic Demand in Emerging Markets to Offensive

Latest Chinese customs data show, this year in January to July, exports of less than 10 million toys for the 1574 business year on year net decrease of more than 3,600, compared with a decrease of 52.7% over the same period last year. Chinese toy exports this year, the first 8 months although there were 51 million, but only increased over the same period the previous year by 1 percentage point, the growth rate slowed by nearly 22%.The face of harsh international export environment, and Chen, like trees, many for export of domestic toy manufacturing companies began to focus instead on the domestic market. Production of wooden toys and letters toys, general manager of Zhejiang Bin Ho said in an interview at present, has been drawn out from the company’s crack sales team dedicated to the establishment of domestic sales, and actively participate in the toy fairs in major cities, open up the domestic market. And nearly a month since the city directly to Beijing International Toy shop toy companies increased significantly, the general manager of the toy or even directly to the city, Zhejiang, Guangzhou and other toy companies investment intensive areas.

In addition to physical storefront, e commerce online sales, with a special toy site, also for the expansion of domestic demand now an effective way. China’s largest online toy City Music Amoy network spokesman told reporters that the country as traditional channels such as shopping centers in some big cities, supermarkets are more toy stalls, and some even become saturated, and the cost of individual stores and comparison shop, or high, domestic and international toy company need to seek new channels for domestic solutions, and the vertical B2C websites have become a good choice. Financial crisis has not only not to the music any negative impact Amoy net, but rather a number of domestic and international well known toy manufacturers have made Lok, the initiative to seek cooperation.

Relevant person in charge of China Toy Association, said the association’s positive efforts, the export tax rebate problem was solved. According to October 21, 2008 issued by “some of the goods on the export tax rebate rate increase notice,” starting from November 1, the export tax rebate rate of toys from the original 11% to 14%. This adjustment will bring life toy industry.China’s toy market in Europe and the United States frequently encounter “quality gate” and “order the door”, the more determined to explore the international toy manufacturers in emerging markets and a toy industry veteran, said, South Asia, Middle East, South America and so customers are currently toy industry another way to expand the overseas market. Toy company can comply with the relevant environmental standards, the initiative to reduce product materials, the price down, in order to attract orders for these areas.

Saturn moon Enceladus may have salty ocean

Thursday, June 23, 2011

NASA’s Cassini–Huygens spacecraft has discovered evidence for a large-scale saltwater reservoir beneath the icy crust of Saturn’s moon Enceladus. The data came from the spacecraft’s direct analysis of salt-rich ice grains close to the jets ejected from the moon. The study has been published in this week’s edition of the journal Nature.

Data from Cassini’s cosmic dust analyzer show the grains expelled from fissures, known as tiger stripes, are relatively small and usually low in salt far away from the moon. Closer to the moon’s surface, Cassini found that relatively large grains rich with sodium and potassium dominate the plumes. The salt-rich particles have an “ocean-like” composition and indicate that most, if not all, of the expelled ice and water vapor comes from the evaporation of liquid salt-water. When water freezes, the salt is squeezed out, leaving pure water ice behind.

Cassini’s ultraviolet imaging spectrograph also recently obtained complementary results that support the presence of a subsurface ocean. A team of Cassini researchers led by Candice Hansen of the Planetary Science Institute in Tucson, Arizona, measured gas shooting out of distinct jets originating in the moon’s south polar region at five to eight times the speed of sound, several times faster than previously measured. These observations of distinct jets, from a 2010 flyby, are consistent with results showing a difference in composition of ice grains close to the moon’s surface and those that made it out to the E ring, the outermost ring that gets its material primarily from Enceladean jets. If the plumes emanated from ice, they should have very little salt in them.

“There currently is no plausible way to produce a steady outflow of salt-rich grains from solid ice across all the tiger stripes other than salt water under Enceladus’s icy surface,” said Frank Postberg, a Cassini team scientist at the University of Heidelberg in Germany.

The data suggests a layer of water between the moon’s rocky core and its icy mantle, possibly as deep as about 50 miles (80 kilometers) beneath the surface. As this water washes against the rocks, it dissolves salt compounds and rises through fractures in the overlying ice to form reserves nearer the surface. If the outermost layer cracks open, the decrease in pressure from these reserves to space causes a plume to shoot out. Roughly 400 pounds (200 kilograms) of water vapor is lost every second in the plumes, with smaller amounts being lost as ice grains. The team calculates the water reserves must have large evaporating surfaces, or they would freeze easily and stop the plumes.

“We imagine that between the ice and the ice core there is an ocean of depth and this is somehow connected to the surface reservoir,” added Postberg.

The Cassini mission discovered Enceladus’ water-vapor and ice jets in 2005. In 2009, scientists working with the cosmic dust analyzer examined some sodium salts found in ice grains of Saturn’s E ring but the link to subsurface salt water was not definitive. The new paper analyzes three Enceladus flybys in 2008 and 2009 with the same instrument, focusing on the composition of freshly ejected plume grains. In 2008, Cassini discovered a high “density of volatile gases, water vapor, carbon dioxide and carbon monoxide, as well as organic materials, some 20 times denser than expected” in geysers erupting from the moon. The icy particles hit the detector target at speeds between 15,000 and 39,000 MPH (23,000 and 63,000 KPH), vaporizing instantly. Electrical fields inside the cosmic dust analyzer separated the various constituents of the impact cloud.

“Enceladus has got warmth, water and organic chemicals, some of the essential building blocks needed for life,” said Dennis Matson in 2008, Cassini project scientist at NASA’s Jet Propulsion Laboratory in Pasadena, California.

“This finding is a crucial new piece of evidence showing that environmental conditions favorable to the emergence of life can be sustained on icy bodies orbiting gas giant planets,” said Nicolas Altobelli, the European Space Agency’s project scientist for Cassini.

“If there is water in such an unexpected place, it leaves possibility for the rest of the universe,” said Postberg.

Four dead, more than a million in U.S. without power after Pacific Northwest storm

Friday, December 15, 2006

High winds and heavy rains have left 4 people dead, and much of the Seattle, Washington area is without electrical power. A number of large trees have been downed and heavy rains have caused minor flooding in many areas of the city. According to first-hand reports as many as 1 million people and several large organizations such as Microsoft are without power this morning.

Flood, storm, and strong wind watches were in effect last night as a rare thunderstorm system moved into the Pacific Northwest region, hitting areas from Seattle to Portland with high winds and heavy rains. Interstate 5 through Seattle was closed at its intersection with Mercer Street due to standing water. The State Route 520 floating bridge, a major conduit across Lake Washington to the technology-rich Eastside was closed and its drawspan opened to protect it from storm damage well into Friday. Local roads throughout the region were strewn with debris, especially evergreen branches and leaves. Authorities advised people to stay off the roads.

Four deaths were reported in connection with the storm as of Friday. A Seattle woman died in the basement of her home after floodwaters caused the basement door to close and jam shut. Two others died in outlying areas after tall Northwest evergreens fell on their vehicles, and a man in Grays Harbor, near the Pacific coast, died in his sleep after a tree fell on his mobile home. KOMO news reported a caller saying a 100-foot evergreen had fallen into his house.

Downed trees and high winds also brought down powerlines throughout Western Washington. Seattle City Light, the municipal electric utility for the city, reported a peak of 175,000 customers without power, most in the north and south ends of the city, as well as the east edge of town and the Green Lake area.

Puget Sound Energy, the electric utility for much of the Seattle metro area, reported 700,000 customers (over 66%) without power, with the area around Seattle the worst hit. PSE, which had already enlisted additional powerline workers from neighboring states, did not send crews out until mid Friday morning due to continued high winds. Estimates for power restoration were anywhere from a few days to over a week. Island County, at the mouth of Puget Sound, was completely without power.

Schools in Seattle and throughout its suburbs were closed Friday, many due to power outages. The city of Mercer Island, connected to the mainland only by Interstate 90, is reportedly inaccessible.

The Seattle Post-Intelligencer failed to print due to power failures at the printing facility, which had redundant power feeds from both the Seattle utility as well as PSE. It is the first time in 70 years that the paper has not been printed. The Seattle Times, a competing paper under a joint operating agreement, managed to print only 13,000 copies of its regular circulation of over 200,000. The papers located alternate facilities to print a reduced version of their Saturday editions, and their joint Sunday issue was also expected to be reduced.

At Sea-Tac Airport, three terminals were shut down overnight due to the storm. Concourse A and the South Satellite terminal lost power, and a blown-out window caused Concourse C to also close. All terminals were back in working order by midday Friday. Many flights were delayed or cancelled. Likewise, in Oregon, Portland International Airport reported at least 40 flights cancelled. At Seattle’s Boeing Field, winds flipped a private plane over, colliding with another plane.

The Seattle Seahawks vs. San Francisco 49ers football game was delayed 15 minutes. A pre-game power surge temporarily took the Qwest Field’s video displays offline. The gridiron was plagued by standing water, as the stadium’s loudspeakers played “Who’ll Stop The Rain?” shortly before kickoff.

Thursday night’s storm comes after a previous regional storm in the Seattle area earlier in the week, in which trees in a few Seattle suburbs fell onto roads, powerlines, and two school buses. In those incidents no one was hurt, and there were a few spotty power outages.

This is the second serious storm to hit the Northwest since Thanksgiving, In late November, record-setting snowfall had a similar disabling effect on the region.

Internet Affiliate Programs For Business Financing

Internet Affiliate Programs for Business Financing

by

Allan Michael Taylor

Internet affiliate revenue programs for business finance are hard to find. This has proven to be unfortunate for affiliate marketers (as well as other potential referral sources) because the commercial product area involved has significant revenue potential. In general referral programs for commercial mortgages are probably under-utilized primarily due to lack of adequate availability.

Product complexity is undoubtedly a key reason for the shortage of effective small business loan programs for internet affiliates. The complicated nature of working capital loans for many business borrowers cannot be overlooked. When a product is not a familiar one, it is natural for affiliate marketers or any other referral sources to be hesitant about referring potential customers. Relying upon a commercial loan provider that is an industry expert is an effective method of overcoming a shortage of advanced knowledge about commercial funding. Just as someone referring an individual to a medical professional is not expected to be a healthcare expert themselves, an affiliate providing a business loan referral to a commercial finance provider is also not expected by a commercial borrower to be a business financing expert. Of course, it should be a basic requirement for the commercial financing provider to be a business finance expert. The expert status will be comforting to both the affiliate marketer and the prospective borrower. For internet affiliate programs involving small business loans, geography is often a practical obstacle. It is exceedingly difficult to provide business financing across many national borders. A focus on high-volume locations for commercial loans and locating an established expert in each country of interest is one of several practical solutions to this problem for an internet marketer. Size of transactions and legal requirements are two more issues likely to be a concern for internet affiliate possibilities. It should be viewed as an opportunity rather than a problem that business loan needs can be so substantial. Obtaining a commercial loan is more complex than securing many other products typically handled through an affiliate program. For internet marketers, transactions that are often substantial in size create a rewarding compensation possibility. While legal issues deserve to be adequately evaluated, internet marketers will discover that in most locations referral sources are not required to have a license related to financing. Nevertheless, because it can be an issue in some specific locations, the issue should be discussed with any prospective business loan provider. A smooth affiliate marketing approach can be impeded by the fragmented nature of many business finance products. Some providers of commercial financing will be very specialized and handle only one main product such as a merchant financing program. If a prudent affiliate marketer diligently searches for a business lending source that routinely provides multiple small business financing services such as commercial real estate financing and working capital loans, this becomes an avoidable problem.

Flooding in Slovenia leaves six dead

Thursday, September 20, 2007

Six people are confirmed dead after Tuesday’s heavy rains in Slovenia. Up to 300 mm of rain fell in just a few hours across the country, with swollen rivers, torrential streams and landslides sweeping away cars, houses, bridges, and whole sections of roads. In some areas, public services have not yet been restored, and healthcare and drinking water are being provided by mobile units. Some major roads are still closed. The damage includes the destruction of the resistance Hospital Franja, a museum site from the Second World war.

Worst hit was the valley town of Železniki, where three people died, 350 houses were flooded and over a hundred cars were swept away by the swollen river Sora. The dead included a woman who was swept away by the river in her car. The local health facilities and the elementary school are closed. Road communication to several surrounding villages was cut off by landslides. The flood also badly damaged local industry. The lower-lying town of Škofja Loka was also badly hit by the flood. A 31-year-old volunteer fire fighter was killed during the rescue effort in Cerklje.

Other badly affected areas include those along the rivers Sava, Savinja and Dravinja. All three rivers and many of their tributaries overflowed and flooded fields and towns. The low-lying parts of Celje, Laško and Nazarje were flooded by up to 2 meters of water. A 34-year-old man and a 24-year-old woman were killed in Podgorje near Braslov?e when their house was buried in a landslide. Two older people managed to leave the house unharmed.

Damage was widespread across the country and many roads were blocked by landslides. Velenje was cut off from the world for more than a day. The main road connecting the mountainous Bohinj valley to the central part of the country was closed, leaving only the mountain road to Tolmin.

Near the town of Cerkno, which was itself flooded, the museum site of Hospital Franja was nearly completely destroyed. The partisan resistance hospital from the Second World War, situated in a narrow mountain canyon above the town and named after the young doctor who worked at the site, treated hundreds of wounded resistance fighters and remained undiscovered by the Wehrmacht throughout the war. The hospital consisted of 12 wooden cabins and a miniature hydroelectric power plant. The power plant and all but one of the wooden cabins and were swept away by the swollen stream. Hundreds of exhibits, including medicine containers, locally produced medical equipment and an x-ray machine were lost or badly damaged.

The government of Slovenia directed €500,000 from the emergency fund to immediate rescue and repair operations, and has promised to help the affected municipalities and population with funds from the budget. The government has also pledged to rebuild the Hospital Franja museum site.

Mo Ibrahim: Some African countries too small to continue to exist independently

Sunday, November 15, 2009

Sudanese-born British mobile communications tycoon Mo Ibrahim told a news conference in Tanzania today that some African countries are too small to keep functioning independently, and need to integrate in order to survive.

Ibrahim, speaking at the beginning of a two-day-long event encouraging good governance on the continent, commented that “some of our countries, and I’m really sorry to say this, are just not viable….We need scale and we need that now — not tomorrow, the next year or the year after.”

“Intra-African trade is 4–5 percent of our international trade. Why? This is unacceptable, unviable, and people need to stand up and say this,” he continued. “Who are we to think that we can have 53 tiny little countries and be ready to compete with China, India, Europe, the Americans? It is a fallacy.”

“We are poor, we are hungry, we are going without. Something is drastically wrong. I think we have the right to ask our leaders: are they really serious?” he said.

A reporter for the BBC suggested that the tycoon was talking about economic, not political, integration.

Ibrahim also surprised many African leaders when he did not give out his Ibrahim Prize in October, worth US$5 million. The prize is given to former sub-Saharan African leaders whose governance has been deemed good. Prize judges didn’t say why it wasn’t given out this year. Former presidents Joaquim Chissano of Mozambique and Festus Mogae of Botswana both have received the prize in the past.
