Election in Moldova instigates rioting mob demanding recount

Protests which began Monday escalated to a riot on Wednesday consisting of over 10,000 people in Chi?in?u, the capital of Moldova, protesting the results of Sunday’s 2009 Moldovan parliamentary election, which showed an apparent, narrow victory for the Communist Party (Partidul Comuni?tilor din Republica Moldova, PCRM). Demonstrators claim the victory was the result of electoral fraud.

The demonstration escalated to a “flash mob” of between 10,000 to 15,000 communicating via online tools like email, micro-blogging tool Twitter, and social-networking website Facebook. “We sent messages on Twitter but didn’t expect 15,000 people to join in. At the most we expected 1,000”, said Oleg Brega of the activist group Hyde Park.

Police deployed tear gas and water cannons, and fired blanks into the crowd. The rioters threw stones at the riot police and took control of the parliament building and presidential office. A bonfire was built out of parliamentary furniture and all windows below the 7th floor were broken.

Approximately one hundred protesters and 170 police officers are reported as injured. There have been conflicting reports as to whether a female protester died during the altercation.

193 protesters “have been charged with looting, hooliganism, robbery and assault,” said an Interior Ministry spokesperson. This announcement sparked another protest by those demanding the release for those detained.

There is wide speculation about who was to blame for the rioting.

President Vladimir Voronin has expelled the Romanian ambassador from Moldova, blaming Romania for the violent protests. “We know that certain political forces in Romania are behind this unrest. The Romanian flags fixed on the government buildings in Chisinau attest to this” said Voronin. “Romania is involved in everything that has happened.“ Voronin also blamed the protests on opposition leaders who used violence to seize power, and has described the event as a coup d’état.

Protesters initially insisted on a recount of the election results and are now calling for a new vote, which has been rejected by the government. Rioters were also demanding unification between Moldova and Romania. “In the air, there was a strong expectation of change, but that did not happen”, said OSCE spokesman Matti Sidoroff.File:Dorin Chirtoaca.jpg

“The elections were fraudulent, there was multiple voting” accused Chi?in?u mayor Dorin Chirtoac? of the Liberal Party. “It’s impossible that every second person in Moldova voted for the Communists. However, we believe the riots were a provocation and we are now trying to reconcile the crowd. Leaders of all opposition parties are at the scene,” said Larissa Manole of the Liberal Democratic Party of Moldova.

The Organisation for Security and Cooperation in Europe (OSCE) proclaimed the PCRM to have won 61 seats in initial counts, enough to guarantee a third term in power for Voronin, who has held the position since 2001. But the Central Election Commission has received evidence of election violations, according to RIA Novosti, and upon recounts conducted of disputed polls, the commission reported that the Communists achieved 49.48% of the Moldovian vote, giving them 60 parliamentary seats — one short of the total needed to win the presidential election. “The electoral commission also granted opposition parties permission to check voter lists, fulfilling one of their chief demands,” said Yuri Ciocan, Central Election Commission secretary.

Voronin will step down in May, however his party could elect a successor with 61 parliamentary seats without any votes from outside parties as well as amend the Constitution. With the PCRM garnering 60 seats, the opposition will have a voice in the presidential election for a new successor.

As families fled their homes in the early morning hours on Thursday October 26, there was no warning. The Esperanza Fire southeast of Los Angeles and West of Palm Springs, California, had ballooned under the influence of Santa Ana winds to more than 19,000 acres as of the morning of October 27. No time to get the animals, no time for crates or even a leash. Sadly, owners left behind not only their horses, lamas, donkeys, chickens, rabbits, but also their dogs and cats.

Many of the families who did manage to evacuate their pets found themselves in the parking lot at the Fellowship in the Pass Church Red Cross Shelter where a MuttShack Animal Rescue team caught up with them.

Pam Anderson, Director of the emergency Red Cross shelter said that many people with animals had come and left.

The air was thick with smoke, and ash was raining down on the parking lot where dog owners, not able to take their dogs into the shelter were camping out in pup tents andin their cars.

Those who could afford it checked themselves into pet friendly hotels in nearby towns.

Some were prepared. Jane Garner, a small dog breeder was able to get all her animals out, and had set up her puppy runs alongside her RV in the parking lot. Others were not doing too well, having left home without as much as a leash.

The same scenario played out at the Red Cross shelter at Hemet High School. Animals were being boarded in vans, trailers and cars and small travel crates.

When MuttShack Animal Rescue arrived, a small fracas had sent several dogs off in different directions, running out of the school parking lot down busy streets necessitating an instant rescue response.

The Incident Command for the Esperanza Animals, Ramona Humane Society in San Jacinto welcomed MuttShack‘s offer to help at the shelters.

Ramona Humane Society had recently published a notice in their Newsletter about the newly passed “PETS Act”and warned owners not wait until a major disaster such as an earthquake or fireto prepare. “Be proactive to ensure that your pet will be taken care of.”

MuttShack and PetSmart Charities set up ad hoc facilities for the animals at both shelters.

The Red Cross shelter, run by Madison Burtchaell of the Orange County Red Cross was very accommodating about allowing a small emergency pet shelter adjacent to the School.

Barbara A. Fought of PetSmart Charities, an organization that works with animal welfare organizations and provide assistance in disasters, provided crates and emergency supplies.

MuttShack and Red Cross volunteers, Martin St. John, Tom Hamilton, and Steve Meissner helped assemble the crates to secure a safe environment for evacuated pets.

It was a great relief for evacuees who had camped out in the parking lot to finally leave their vehicles and relax at the shelter, setting up their cots to grab some sorely needed rest.

Firefighters and residents reported loss of wildlife and animals. The Esperanza fire burned 34 homes, consumed 40,000 acres and cost five Firefighters their lives before it was contained four days later on October 30. Firefighting operations cost nearly $10 million.

Java creator criticizes .Net

AustraliaJames Gosling, the creator of the Java programming language, said last week that he believes Microsoft is wrong in its decision to support C and C++ programming languages in the common language runtime in Microsoft .NET. According to him, this decision may lead to severe security flaws in .NET. Gosling is currently in Australia, giving talks and visiting friends.

According to Gosling, the problem lies with the programming languages and some of their characteristics: “C++ allowed you to do arbitrary casting, arbitrary adding of images and pointers, and converting them back and forth between pointers in a very, very unstructured way.”

The Java language was developed due to limitations of C++. Gosling began using C++ for the former Sun Microsystems‘s star-seven project. At that time Gosling concluded C++ was inadequate and created the Oak language. The Oak language would become the language known today as Java. The former star-seven project shares its defining characteristics with networked software applications today: safety and portability.

Gosling continues: “If you look at the security model in Java and the reliability model, and a lot of things in the exception handling, they depend really critically on the fact that there is some integrity to the properties of objects. So if somebody gives you an object and says ‘This is an image’, then it is an image. It’s not like a pointer to a stream, where it just casts an image.”

Charles Sterling, a Microsoft developer and product manager of the .NET framework, didn’t entirely disagree with Gosling’s thoughts. But he said that .NET defines different types of code. And there is the code which is managed by the .NET framework. All new Microsoft languages, such as C# and Visual Basic.NET, produce only code managed by the .NET framework, so they are safe.

A key idea that has not shown up in Gosling’s talk is that Java itself allows a very similar process to occur. Java’s JNI (Java Native Interface) allows the integration of the same unsafe code that prompted Gosling’s central thesis.

However, Gosling says languages like C and C++ can still produce unsafe code which would not follow the rules of safety of .NET. This sort of code, usually found in old software applications, requires additional .NET permissions to execute. Sterling says it is up to developers to decide whether or not to use unsafe code in their .NET applications.

Two car bombs kill scores in Algiers, Algeria

Two bombs have exploded in Algiers, the capital of Algeria, killing at least 67 people. Both explosions were car bombs, at least one of which is being called a suicide bombing.

The first explosion took place in the Ben Aknoun district in the center of the city, which is near the constitutional court. The second was near the United Nations offices in the Hydra neighborhood. A UN worker said to the BBC that the building has partially collapsed and people may be trapped inside.

Jean Fabre, of the United Nations Development Programme, said that 10 staff members had been killed by the bomb which was outside the United Nations High Commissioner for Refugees’s offices.

Several of the victims in the Ben Aknoun attack were students who were in a passing bus.

Officials believe that the attacks were carried out by The al-Qaeda Organization in the Islamic Maghreb, which was previously known as the Salafist Group for Preaching and Combat and sometimes still referred to as such.

Algiers suffered a similar attack on April 11 of this year when two suicide car bombers claimed the lives of 33 people. According to Reuters, some people in Algeria have begun to speculate that the attacks on the 11th of the month is an homage to the September 11 against the United States.

Anis Rahmani, security expert and editor of a local paper, told Reuters that “al Qaeda wanted to send a strong message that it is still capable despite the lost of several top leaders. Now the key problem is that social conditions are still offering chances for terrorists to hire new rebels.”

United Nations Secretary-General Ban Ki-moon condemned the attacks while in Indonesia for the 2007 United Nations Climate Change Conference: “This is just unacceptable. I would like to condemn it in the strongest terms. It cannot be justified in any circumstances.”

Nicolas Sarkozy, the President of France, who recently visited Algeria, called the attacks “barbaric, hateful and deeply cowardly acts.”

“President Sarkozy has just called President Bouteflika to express the French people’s solidarity and compassion towards the Algerian people,” said presidential spokesperson David Martinon.

White House spokesperson Gordon Johndroe said: “The United States stands with the people of Algeria, as well as the United Nations, as they deal with this senseless violence.”

The Algerian Prime Minister Abdelaziz Belkhadem called off a cabinet meeting to allow him to visit the injured in the hospital.

Britain unveils flu pandemic preparedness plan, buys 14m courses of treatment drug

The government of the United Kingdom has unveiled their strategy to deal with any future influenza pandemic in their Pandemic Influenza Contingency Plan.

The document, based on the World Health Organization‘s framework for responses, explains how the UK would respond to a major outbreak of flu.

Any flu pandemic would differ from the seasonal outbreaks of flu observed worldwide every year. While seasonal flu kills 12,000 Britons annually, a pandemic would affect far more people and could result in the deaths of up to 50,000 people in the UK if there were no medical intervention.

The government will have the power to cancel events where large numbers of people gather, such as football (soccer) matches. It could also advise travel restrictions to and from areas of high infection, but would not be able to enforce any such measures.

Schools might be closed in the event of a flu pandemic, and infected people would be asked to remain at home, although again no quarantine measures could be imposed by the government.

Further plans include education of the public to recognize symptoms of the flu and how to avoid infection.

Measures will be made to maintain basic services in the event of a pandemic despite staff absences through illness.

A major cornerstone of the plan is the prescription of oseltamivir, an oral neuraminidase inhibitor drug that combats influenza. The drug is currently marketed by Hoffman La Roche under the trade name Tamiflu®.

The UK Department of Health intends to stockpile 14.6m courses of the drug over the next two financial years, giving enough to treat one in four of the population – the ratio recommended by the WHO.

Canada and Australia have also bought the equivalent amounts of anti-viral drugs. The U.S. has also bought large amounts of similar drugs.

The total cost of the acquisition was not published by the government, but the BBC estimated the cost to be £180 million.

Unlike a vaccine, oseltamivir can be used to treat any strain of the influenza virus. Many new variants of the influenza virus are seen every year, and combined with the long lead times associated with the development of vaccinces, mass vaccination is frequently impractical.

Some parts of the newly-revealed plan already exist. The UK government recently gave £500,000 to the WHO for survellience of so-called ‘bird flu’ in South East Asia, a possible source for any future pandemic. The Department of Health will also continue to monitor flu-like cases seen by doctors and hospitals.

“Woofstock” dog festival in Toronto, Ontario, Canada

North America’s largest outdoor dog festival came back to Toronto last weekend for its fifth year. It ran from the 9th of June to the 10th of June at Toronto’s historical St. Lawrence Market. A Wikinews reporter was there on Sunday to report on some of the events that happened on the last day.

The “Woofstock” dog festival attracted as many as 140,000 people with their dogs. The festival had tons of accessories, sold under tents, to buy for dogs; food, toys, designer clothes, and more. About 400 vendors and exhibitors were there to promote their products, which also gave private dog companies or groups a chance to show their new products. The local SPCA and some animal rescues were under tents answering questions from visitors. While walking, all visitors could see the CN Tower and other very tall buildings.

One of the local TV stations, Citytv, was there. They hosted a live event at the show which was broadcast on TV. People came up on the stage and asked questions regarding their dogs and the host and co-host answered them.

A man, who called himself the “Chalk Master”, drew two pictures on pavement with chalk. He did it for free but donations were welcome. One was a picture of a girl’s head beside a dog’s head, and another with a wolf.

“Hello Humans. I’ve been invited here to provide your eyeball(s), with some pretty colours. I don’t get paid as I work this weekend strictly for tips… so, if you like what you see please make a DONATION. If you don’t like it simply reach into the pocket of the person next to you and give me their money. CHALK MASTER.”

A contest called “Canada’s top dog” had its own tent with a professional photographer taking pictures of dogs behind a white screen; the winning photo is to be published on the cover of “Puppy and dog basics” magazine.

Large “Gourmet” dog bones were also served from a cart and table.

Next year’s festival is expected to be bigger and better with even more attractions.

Australian artist Pro Hart dies

Pro Hart, the self-taught, internationally-acclaimed Australian artist, died at home in Broken Hill on March 28 after family members decided to cease his medication. The 77-year-old had been ill with motor neurone disease. Family members described his passing as peaceful. Hart is a household name in Australia.

Hart’s son, John Hart, says a State funeral is being organised for his father. He says his father lost the ability to paint about six months ago. Pro Hart’s son David today said the funeral for the “brushman of the bush” will be held in the far-western New South Wales mining city of Broken Hill next Tuesday. “It will be held next Tuesday”, he said, “probably in the town’s civic centre.”

Born Kevin Charles Hart in Broken Hill on May 30, 1928, his mining mates nicknamed him ‘Professor’ due to his passion for invention. He started painting “cheeky” pictures on the wooden beams of the mines he worked in. Hart went to few art classes and started painting full-time in 1958.

Since then, he has exhibited all over the world, including London, New York, Paris and Tokyo. He also illustrated several books. Hart’s preoccupation with art began as a teenager on his family’s sheep station near Menindee.

His work hangs in collections all over the world. Agent Amanda Phillips says Hart was one of Australia’s most renowned artists yet his paintings are not in the National Gallery of Australia. “He’s a great Australian, I mean he’s been given an MBE for his services to art, he’s been honoured all around the world, his work hangs in major collections around the world, why isn’t he displayed here in Australia? A spokeswoman for the National Gallery confirmed they had a “very limited collection” of Pro Hart’s works although no paintings.

Cars drove home the big prize last night, from the 34th Annual Annie Awards. The animation industry’s highest honor, ASIFA-Hollywood’s Annies recognise contributions to animation, writing, directing, storyboarding, voice acting, composing, and much more.

As mentioned, Pixar took home the big prize last night, after facing stiff competition from four other Happy Feet, Monster House, Open Season, and Over the Hedge.

But the biggest winner of the night didn’t get a “Best Animated Feature” nod at all. Flushed Away won five feature animation categories including Animated Effects (Scott Cegielski), Character Animation (Gabe Hordos), Production Design (Pierre-Olivier Vincent), Voice Acting (Sir Ian McKellan as Toad), Writing (Dick Clement, Ian La Frenais, Chris Lloyd, Joe Keenan, and Will Davies).

Over The Hedge won awards for Directing (Tim Johnson and Karey Kirkpatrick), Storyboarding (Gary Graham), and Character Design (Nicolas Marlet).

Of little surprise, Randy Newman won an Annie for Cars in the “Music in an Animated Feature Production” category. Newman has won many Oscars for his movie music, and has a nomination this year for the song “Our Town”. Newman didn’t attend the Annies, instead picking up a Grammy for “Best Song Written For Motion Picture, Television Or Other Visual Media”.

DisneyToon Studios’ Bambi II won “Best Home Entertainment Production”, while “Best Animated Short Subject” went to Blue Sky Studios’ No Time For Nuts, which is based on Ice Age.

“Best Animated Video Game” went to Flushed Away The Game, while a United Airlines ad named “Dragon” won a “Best Animated Television Commercial” Annie for DUCK Studios.
