The President of the United States, George W. Bush, and his wife Laura Bush have introduced the 2008 White House egg roll. Mrs. Bush introduced the attendees to the event by saying “welcome, everybody, to the White House Easter Egg Roll, the 2008 Easter Egg Roll. This event is one of the happiest traditions on the White House lawn. It’s always fun to see the South Lawn filled with children. Thank you for coming. And I’d especially like to thank our entertainers, our readers, our volunteers, and our special guests.”

M. Bush dedicated the event to cleaning oceans. “We [the Bush family] want to remind you that we’re dedicating today’s Easter Egg Roll to our clean oceans. And there’s a booth here where you can find out how you can contribute to make sure that we’re environmentally sound stewards of our oceans. Ocean conservation is a important aspect of good public service, and it’s certainly something that Laura has on her mind, as she comes up to address you,” he said.

7,500 eggs are being provided for 2008 egg roll, with the White House estimating before the event that 22,000 people will attend this year.

The Springboks defeated Scotland in a rugby test in Durban, South Africa. The Springboks intended to defend its unbeaten home record under Jake White, whilst the Scottish showed good form in the Six Nations.

Scoring opened in the third minute, with Percy Montgomery landing a penalty goal to put South Africa three points in front. Scotland replied five minutes later with a penalty goal of its own by Chris Paterson to tie the game at three points all. In the 15th minute, the Springboks team was disallowed a try after the referee consulted the television match official. However, in the 16th minute, Schalk Burger is given a try. It was converted by Montgomery, to give the Springgboks an 11 points to three lead. A minute later Breyton Paulse touches down in the corner for another South African try, though it is not converted, Scotland now trails three points to 15. Paterson booted a penalty goal in the 25th minute to put Scotland back in the game, though Montgomery did the same in the 32nd minute. The Springboks entered the break leading 18 points to six.

Four minutes in from the break, Paterson kicked a penalty goal, putting Scotland back in the running, the score now being 18 points to nine, with over half an hour of game time remaining. However, the South Africans made a Scottish comeback all the more unlikely as Andre Snyman scoring a try in the 53rd minute. Montgomery converted the try, and South Africa was now leading 25 to nine. South African took the lead to 28 points with another penalty goal in the 61st minute. Two minutes later Montgomery scored a try and although he missed the conversion, he was successful with a penalty shot six minutes later. With just over ten minutes remaining, the score was 36 points to nine in favour of the Springboks. Simon Webster made sure that Scotland finished on a high note, scoring the last try of the match, which was subsequently converted by Paterson. The final score was 36 points to 16. The nations will meet again next week.

Israel has purchased two more Dolphin class submarines which have the capacity to carry nuclear warheads. Israel already has three older nuclear weapons-capable Dolphin submarines but the new Dolphins have propulsion systems that allow them to remain submerged for longer periods of time, according to the Jerusalem Post, making it harder for them to be tracked by satellite. Experts view the purchase as a clear signal to Iran that Israel can retaliate if subjected to a nuclear attack.

“The Iranians would be very foolish if they attacked Israel,” said Paul Beaver, a British based defence analyst, speaking to the Washington Post. According to Beaver, the submarines would provide Israel with both first strike and second strike capability.

Israel already has land-based nuclear-capable ballistic missiles in the form of the Jericho I and II missiles.

German officials confirm that the contracts for the new submarines was signed July 6. The Jerusalem Post reports that they will be operational shortly.

Israel has never confirmed nor denied that it has nuclear weapons but is believed to have the world’s sixth largest stockpile of the devices, with most outside estimates putting their stockpile in the low hundreds. Israel’s possession of nuclear arms has often been a locus of bitter controversy in the Middle East, especially among countries who believe that the world community, and especially the United States, is hypocritical in its tolerance of Israeli nuclear arms while decrying the efforts of other Middle Eastern nations to develop their own nuclear capabilities.

Meanwhile, the Jerusalem Post reports there is a growing mood among Israel’s defence establishment that the country will have to act independently to stop Iran from obtaining nuclear weapons as the United States is unlikely to do so.

“America is stuck in Iraq and cannot go after Iran militarily right now,” according to an unnamed official quoted by the paper.

A report by the US House of Representatives’ Intelligence Committee released on Wednesday asserts that if Iran arms itself with nuclear weapons, Israel would be pressed to respond militarily. “A nuclear armed Iran would likely exacerbate regional tensions. Israel would find it hard to live with a nuclear armed Iran and could take military action against Iranian nuclear facilities,” the report states. Iran has continually maintained that it seeks only to develop nuclear technology for the production of electrical power, though this has been disputed by many nations.

A three-judge Texas Court of Appeals ruling will allow men who were overcharged at nudie clubs to sue for refunds and damages.

The two plaintiffs, Paul Brian Meekey and Michael Fulmer, had their cases heard because they were charged more than a regular lap dance fee when they used a credit card, typically $25 for a $20 dance.

“Texas law is pretty clear that you cannot charge someone extra for using a credit card,” said Sandra Krider, an attorney for the patrons. “The fact that they are strip clubs shouldn’t mean they get away with it.”

A lawyer for the businesses, Rick’s Cabaret and the Men’s Club, argued a case based on the type of employment the ladies agreed to perform.

“Since the dancers are independent contractors and not employees of the club, the clubs are not the ones selling the dances,” said attorney Albert Van Huff.

But the men’s attorneys said the win could potentially become a class-action suit with many hundreds of men claiming their day in court. That could present a problem for other patrons who may not want their name and their use of a credit card at a nudie bar released in court transcripts.

“They are going to want the (strip) clubs’ credit card companies to give them the names of all the different people who have charged dances there,” said Van Huff.

The 14th Court of Appeals, a Texas court with headquarters in Houston, had reversed a ruling of a lower trial judge that this case should be heard before the state Finance Commission instead of in a judicial proceeding. The case was sent back to be tried again.

Lai Changxing, dubbed the Bandit King, has been given a life sentence for years of smuggling and corruption that added up to billions of US dollars or Pounds sterling. The Chinese court described the values as “massive”.

Lai smuggled goods worth more than £2 billion into Xiamen, bypassing more than £1 billion in import duty. He paid 64 local officials a total of almost £4 million in bribes, giving him effective control of the city from 1995 to 1999. He fled China after becoming a wanted man in 1999 and went to Canada via Hong Kong; the following year, Premier Zhu Rongji said “If Lai was executed three times over, it would not be too much”.

As head of the Yuanhua Group, Lai smuggled in cars, chemicals, oil, cigarettes, and other goods. He distributed bundles of cash to the poor, owned and played for his local football team, built stadia, owned a bulletproof Mercedes that once belonged to President Jiang Zemin, and attempted to construct a tower that would have been the nation’s tallest building. He attained local popularity for funding construction projects including schools, hundreds of tower blocks, and the local airport.

As well as money, officials were offered alcohol and prostitutes. Many were offered time at Lai’s seven-storey brothel, the Red Mansion, and feasted at a replica of the Forbidden City.

State TV has broadcast footage depicting a banquet table with a tiger skin laid upon it, cars given to officials, a young woman alleged to have been donated as a lover, and a sackful of gold rings. The case’s prominence was such that Liu Liying, boss of the national Central Discipline Inspection Committee, took charge of bringing Lai down.

Subsequent investigations have examined more than 1,000 suspects with police at one stage turning over an entire hotel to the probe, filling rooms with suspects. National newspaper The People’s Daily has suggested it is the most serious economic crime in modern Chinese history. He was the nation’s top car importer and one of the main traders in oil and imported cigarettes.

Hundreds of officials have been convicted and it is estimated hundreds more remain. Fellow life-sentence prisoners from the case include the city’s deputy mayor and its head of customs. The nation’s former vice-minister for security, Li Jizhou, has a suspended death sentence. Other suspects have killed themselves.

Upon his escape from the nation Lai became China’s most-wanted fugitive. Twelve years of negotiations ended with a Chinese promise Lai would be spared the death penalty, and Canada extradited him last year. Numerous lower-ranking members of Lai’s empire have already been given life imprisonment or death sentences. With execution off the table, the court gave Lai the highest sentence possible: in addition to the life term, he received fifteen years for bribery and had all his possessions confiscated.

The court justified the “double sentence” on the grounds “the sums involved are unusually large, and the details are extraordinarily serious”. “The crimes involve massive sums and particularly serious circumstances,” court officials told Xinhua. Lai had denied corruption at his trial, although he accepted exploiting loopholes to avoid import duty.

“I don’t have a good family background,” Lai said previously in a press interview. “I have to do things step by step by myself. That’s how people came to respect me. I never fussed about big money.” Lai was born as one of eight siblings in the midst of famine.

Yesterday evening saw the Usher Hall in Edinburgh host a meeting between representatives of the City of Edinburgh Council (CEC) and the local rock and pop music scene. The meeting was dominated with local musicians’ complaints over the “zero tolerance” policy Edinburgh is viewed as having adopted towards amplified music. The meeting began with the leading panel — Norma Austin Hart, vice-convener for Culture and Sport; John Stout, promoter from Regular Music; Kevin Buckle, of local store Avalanche Records; and Karl Chapman, manager of the Usher Hall — introducing themselves and outlining the purpose of the meeting. This being best-summarised as a desire to emulate the vibrant music scene of places as far-flung as Austin, Texas and Sydney, Australia.

Councillor Hart indicated officials from Austin had already offered to get involved in improving the live music scene in the city; although none were present from Austin, US-born local musician Pat Dennis provided his frank opinion on where Edinburgh fails to nurture the local music scene: that failure to support a grass-roots, small venue, music scene prevents the city being capable of organising events similar to Austin’s South by Southwest festival outwith August, when Edinburgh hosts the Festival and Fringe.

Coming in for the lion’s share of criticism, staff from CEC’s Licensing Board were visibly uncomfortable when the topic of the “single complainant” was brought up time and time again. Unlike any other business within the city, or residential properties, noise pollution within premises permitted to sell alcohol is not managed by environmental health staff. That responsibility is bundled with the alcohol license, which leaves publicans fearful that their premises will be forced to close if they do not comply with demands to cease use of any amplification, or hosting live music. This was characterised as a ‘tyranny of the minority’, a most-undemocratic approach where one person — for example, recently moved into a property adjacent to a long-established premises hosting live music — could force the closure of a business which has hosted local talent for 30+ years.

Taking heed of the strength of feeling from the majority present, Councillor Hart made a number of personal commitments towards the end of the meeting. Those included setting up a working group, Music is Audible, to look at how the council could better work with venues, and to have a follow-up meeting in March next year.
